Regarding point one, if a case can be made that they will still be emotionally mature enough to deal with the high-pressure situation of a murdergame (the constant deaths and threat of losing close CR) at their perceived canon point, AND their final canon point is at the least in the 12-14 range, then we will review it on a case-by-case basis. At most, we may ask that you simply choose a different perceived canon point. For instance, if Klaus from A Series of Unfortunate Events was 11 when he lost his parents, and an apper wanted to make his perceived canon point right at the beginning of the series, we would allow it. On the other hand, we wouldn't allow either of the Elric brothers from Fullmetal Alchemist to be apped with a perceived canon point set before their attempt to bring back their mother, even though plenty of shit definitely happens to them later.

For the second point, we do require that at least part or most of the canon have an official or unofficial but widely accepted English translation, but as long as your history section explains the untranslated portion adequately we will allow partially-untranslated canons.
